The Masterplan

The Masterplan sets out the key vision of the project to provide Clapham Park tenants with good quality, well managed and maintained homes at affordable rents, in an area revitalised with a network of new parks and open spaces, cleaner and safer streets, better transport, good schools, a wide range of community facilities, decent services and more local jobs – in short, a place to be proud of.

Summary of The Masterplan

Background

The Clapham Park area covers some 150 acres. Approximately 7,100 people live within the area. In 2006 these were 1,983 homes on the estate, of which 1,523 were tenanted and 460 owned by leaseholders.

In 2000 Clapham Park was awarded £56m under New Deal for Communities (NDC), a government funded programme for the regeneration of neighbourhoods. Following substantial resident consultation, a Masterplan to achieve the ambitions and vision of the local community was produced in 2004.

The vision was to provide Clapham Park residents with good quality, well managed and maintained homes at affordable rents, in an area revitalised with a network of new parks and open spaces, cleaner and safer streets, better transport, good schools, and a range of community facilities.

The Masterplan sets out the framework to achieve the vision and ambitions of local residents, as a healthy, safe and welcoming place.

Clapham Park Today

489 new homes have been completed or are in development to date, out of a revised total of 2105:  261 general needs homes, 51 sheltered homes, 97 shared ownership and 80 units for sale.

By completion of the current homes in refurbishment, 340 tenants and 132 leaseholders’ homes will have been improved.  The estimated target date for completion of the refurbishment program (822 tenanted units) is 2014/15.

The Masterplan in progress has delivered three significant community/commercial places which includes new commercial premises within H4/5, located on Kings Avenue.  Additionally new road networks and underground parking have been developed to many of the new blocks.

Masterplan Year 4 Review

Due to the downturn in the economic climate, lenders are nervous in providing funding, so we agreed to minimise risk by ensuring we can use properties for alternative tenures, such as shared ownership. This has meant in some cases we have less income from sales, and so less income to deliver the rest of the Masterplan objectives.

As a result, we have had to review the original Masterplan, which included plans to build a number of community facilities such as a library and healthy living centre situated around a central park.  Currently, we are considering how these community and commercial facilities can be funded and if they are still a requirement for the area.

Consultation

Consultation with residents and stakeholders has started, and those with interests in the local community have been contacted to discuss the socio-economic impact of the review of the Masterplan.

In addition, Area Forums will be held in April and May 2012 to consult with residents regarding how the Masterplan Year 4 Review will affect their homes and the community.
